Job Summary

Cigna, through its Express Scripts business, is seeking a highly experienced Legal Compliance Senior Manager to lead and strengthen enterprise-wide compliance programs within a complex, highly regulated healthcare and pharmacy benefits environment. This role plays a critical leadership function in ensuring adherence to federal and state laws, regulatory requirements, and internal policies while supporting strategic business objectives.

The Legal Compliance Senior Manager will act as a trusted advisor to senior leadership, legal counsel, and cross-functional stakeholders, proactively identifying compliance risks, designing mitigation strategies, and fostering a strong culture of ethics and integrity across Express Scripts operations.


Key Responsibilities

  • Lead, design, and oversee legal and regulatory compliance programs aligned with Cigna and Express Scripts policies

  • Interpret and apply healthcare, pharmacy, PBM, privacy, and corporate compliance regulations (including federal and state laws)

  • Partner closely with Legal, Risk Management, Audit, Operations, and Business Leaders to assess compliance risks

  • Provide strategic guidance on compliance matters related to new initiatives, products, and operational changes

  • Develop, implement, and monitor compliance policies, procedures, and controls

  • Lead internal compliance investigations, issue remediation plans, and corrective actions

  • Manage regulatory examinations, audits, and responses to government inquiries

  • Deliver compliance training and awareness programs for leadership and employees

  • Track regulatory changes and assess their impact on business operations

  • Prepare and present compliance reports, metrics, and recommendations to executive leadership

  • Mentor and manage compliance team members, fostering professional growth and accountability


Required Skills and Qualifications

  • Strong expertise in healthcare compliance, legal risk management, and regulatory frameworks

  • Excellent analytical, problem-solving, and decision-making skills

  • Proven ability to influence senior stakeholders and drive compliance initiatives

  • Exceptional written and verbal communication skills

  • High ethical standards with strong attention to detail and confidentiality

  • Ability to manage multiple priorities in a fast-paced, regulated environment

  • Strong leadership, collaboration, and stakeholder-management capabilities


Experience

  • Bachelors degree in Law, Business, Healthcare Administration, or a related field (required)

  • Juris Doctor (JD), Masters degree, or relevant compliance certification (preferred)

  • 8–12+ years of progressive experience in legal compliance, healthcare compliance, or regulatory roles

  • Prior experience within healthcare, pharmacy benefit management (PBM), insurance, or life sciences is highly desirable

  • Demonstrated experience leading compliance programs at a senior or managerial level


Working Hours

  • Full-time position
